About Us

Our Story

The South has always been the tipping point for U.S. democracy. With 188 electoral votes and rapidly growing Black, brown, and young communities, the region can determine the nation’s future. But decades of underinvestment have left civic infrastructure fragmented and fragile.

The High Opportunity Voter Project (HOV Project) was founded to change that. We build durable, year-round organizing power that outlasts election cycles. Our work starts with expanding the electorate — registering and mobilizing high-opportunity voters who are too often ignored — and goes further by developing leaders, aligning strategy, and strengthening the backbone of grassroots groups.

We aren’t just knocking doors. We’re building a New South where everyone has the power to shape their future.

Our Work

At HOV Project, we believe building Southern power takes more than one-off campaigns. It takes a layered strategy: voter engagement, leadership pipelines, narrative muscle, research capacity, and real infrastructure.

Here’s how we do it:

Field Mobilization

Our goal is to knock 2 million doors in Georgia in 2026.

This isn’t just about voter contact — it’s about trust. Our door program is led by dedicated canvassers rooted in their communities. Together, we’ll:

  • Register and engage high-opportunity voters — Black, brown, rural, and working-class residents who are too often ignored.
  • Train and hire local organizers, creating jobs and building long-term skills.
  • Run multi-lane voter contact programs all fully compliant and aligned.

Our field strategy is designed to last beyond 2026 — with permanent local hubs, trusted messengers, and a cycle of year-round civic engagement.

Narrative and Communications

Power isn’t just about votes — it’s about stories. Our approach includes:

Disinformation defense: Rapid response systems to push back against lies targeting our communities.

Digital & cultural activations: Peer-to-peer texting, social media campaigns, and partnerships with trusted cultural voices.

Unified messaging: Values-driven narratives
The result: a strong, consistent voice that moves opinion, inspires participation, and strengthens democracy in the South.

Vision and Impact

Our Vision

We believe in a New South — one rooted in justice, equity, and collective power. A South where historically marginalized communities aren’t just participants in democracy, but leaders shaping its future.

At HOV Project, we aren’t satisfied with short-term wins. Our goal is to build durable infrastructure, trained leadership, and lasting narrative power that will transform the region for generations.

Our Impact Goals

2 Million Doors
Preparing to engage 2 million voters in Georgia’s 2026 cycle — led by trusted grassroots organizations rooted in Black, brown, young and marginalized communities.

10 Organizing Hubs
Establishing permanent hubs across strategic counties to anchor year-round engagement, training, and mobilization.

Evidence-Based Strategy
Grounding all of our work in rigorous polling, message testing, and community listening so strategies are always responsive and data-informed.

Narrative Power
Building a coordinated communications network to fight disinformation, shift public opinion, and uplift the stories of Southern communities.

Leadership Pipeline
Training hundreds of organizers, candidates, and public leaders through RepSouth and the HOV Institute to govern effectively and sustain change.

Why It Matters

The South holds the key to America’s democratic future — but decades of disinvestment and suppression have left communities under-resourced and underrepresented. By investing now, we can build the civic muscle needed not just to win elections, but to win lasting power for the people who’ve been left out for too long.
